Medical wise masturbating is normal, base on the book you have to provide privacy to a person who's masturbating. So to answer your question penis who's exposed out of pants in public is embarassing one.

Obviously it is more embarassing to be caught masturbating, because not only is your penis exposed, but you're playing with it.

That's an interesting question, one I would never have thought of or had considered before. But if my penis was exposed in public it would have been accidental, while caught playing with ones self more likely not.
But indeed, both would be embarrassing!
