Mircrosoft doesn't sell an OS "pack" for XP in retail stores. They do sell volume licenses direct, but it usually isn't worth it unless you have at least 10 computers.

Your best bet is to try web electronics stores (my personal favorite is http://www.newegg.com ). Sometimes they have volume discounts, usually on the OEM versions.

OEM versions are identical to their retail-boxed counterparts. The only difference is you only get the disc (no fancy box) and almost always a lower price. OEM versions of any software program are intended for "system integrators" which DOES include someone building their own PC. Most of the time, the website will also require you to purchase at least one hardware component to signify that you are "building" something. Some will just have you click a check-box indicating that you are aware of the intention of OEM licenses.

If you have Windows on the computers, then just have them update through Windows' updater.

If you don't have Windows, at all, then you're going to have to buy it.
