You would have to report them in the country they are in. Or to Interpol.
But yes, you should report them, then whether anything is done is up to the authorities. Even if they don't do anything you will have done the right things. And perhaps if they get a couple of reports of illegal activities they Will do something.

The police should help you but you'll need protection too for revealing evidence so you need to make sure it's a trustworthy cop.
