I am trying to clear up an image from a security tape, more specificly, trying to inhance the image to try and identify a birth mark on a persons neck. Are there any good programs I can use to do this.

The best you can do is enlarge it, and sharpen the image to get it as clear as you can. There are programs like s-spline that can help to some degree, but the basic problem is that the video is too low of resolution. Most companies get the cheapest cameras they can and run them on lowest resolution , but then they arent much good for identification purposes when needed, so its kind of worthless in the end.

You can't. Shows such as CSI that show that happening are full of crap. Whatever size the image that the camera captured is is what it's stuck at. You can try looking at it on a bigger TV, but that'll just blow it up. You can't get any new information out of it, you're already seeing everything there is. Security cameras generally aren't very detailed, lets them record on the slowest setting so you don't have to change the tape as often.

commercial yes plenty put they are very expensive free windows movie maker can clear a image up through video but its slow and has no zoom features
