i live in winchester and was told this recently...and as alot of friends marry into the forces (,being a garrison town-) wanted to know if there is any truth in it...

If you are speaking of Winchester, VA I can't see the logic. There isn't sufficient land there for BCT, armor or artillery training. Perhaps a personnel, finance or AG garrison. But there is little egress to to or out of the area and a lack of tactical (chopper) landing areas without a major ecological fight.

I am not sure, but i did see a convoy of army landrovers heading north on the M1 the other day, they could have been from Winchester, but i didnt see any suitcases in the back
