This is not a policy in Japan, this decline in birth rate is seen in all highly educated, prosperus societies. US, Japan, Sweden, etc. etc. Both parents work, kids are expensive to raise and send to college, people decide they want to enjoy life and not chase after bratty kids. Sending a kid to college today cost between $40,000 to $100,000 how many can you afford? If you and your wife work 60 hours a week, how much time do you have for kids?

the japanese don't have that policy, its only china. The reason why couples from japan tend to have one child is, Japan is an expensive place to leave and many people work long hours. As a result they don't have time for families etc. However as the birth rate has declined so dramatily over the last couple of decades, the government have now given tax benefits to couples who have more then one kid, they offer cash incentivies, they also have this program encouraging communters to give up there seats to the moms who were special badges.

I don't think it's mandated over in Japan because Japan is a democratic nation. However, maybe the Japanese realize that it's better to provide for one child in the best way you can than providing halfheartedly for 2 children.
I know in India that's the trend now...having only 1 child. And, it's really only the educated people that do this, because they understand that overpopulation is a huge problem in India. My cousin said that she's only having one because they'd rather concentrate on providing a really good education and home environment for one child. Plus, the costs of raising children get to be higher and higher each day.
Anyways, maybe that's why the Japanese are doing that too.

Japan has a very high population density. That means that there are a great number of people living per square mile of Japan. I think in the states it's like 2 people per square mile if you spread the whole population out evenly across the country. In Japan it is much higher. I can't remember what the number is exactly, but I think it was anywhere from 40-100 per square mile. That means housing must be smaller, and so forth. Congestion is an issue. You don't have a bunch of kids you must house when I'm sure a house with a bunch of rooms and square footage would cost a fortune.

Japan does not have any policies about children and, last I checked, China was doing away with its one-child policy and encouraging both baby boys and girls. Japanese families have fewer children because space (in your home and apartment) is at a premium and it's expensive.

because they do not like big famalies and they think dogs are more faithful then childrens and they are right to some extend because childrens leave their families at old homes but the dog remains faithful
