First off where are you e-mailing from? Outlook, yahoo for example. You can probably call a help desk for this. It sounds like this could be a problem with the e-mail server. Also make sure that your computer has not blocked port #25. SMTP "simple mail transfer protocol" is used for sending e-mail from one mail server to another through the Internet. POP3 "post office protocol" is for retrieving that e-mail from the server.Make sure as well that port 110 which is for POP3 is not being blocked. To do this go into your Network connections and view existing configurations.Right click your current connection and click on Properties. Then highlight TCP/IP and click Properties. Click the Advanced tab.Click on the Options tab(TCP/IP Filtering) and click on Properties. You should be able to see what is permitted and what is not. Another thing is your firewall. It could be blocking certain ports which is why you are getting this error. If you feel the need you could disable your firewall just to try sending an e-mail out. if you can try and enable your firewall and send an e-mail again. This can verify if the firewall is the problem.Try setting up another e-mail account as well to make sure the problem does not lie on your PC. Hope this was help full.
