Neither Cats or Dogs have the enzymes in their stomachs that enable dairy (milk/cheese) to be digested.
Typically, if you give a cat or dog too much dairy, then they will either vomit or have diarrhea.
If you give your cat a couple tablespoons of milk and nothing happens (doesn't vomit, act weird, look sick), then it is probably fine for your cat. I wouldn't give it any more than that, though.
We give small amounts of shredded cheese to my dog as a treat (once or twice a week) and she loves it.

Since cow milk has different enzymes in it than cat milk does, many cats find it difficult to digest. This can lead to indigestion, vomiting, and/or diarrhea. Some cats seem to do okay drinking milk, but it's typically not recommended.
If you want to give your cat a treat in the evening, there are special "cat milk" products out there now that you can purchase. There is one called "LapHappy Milk Supplements for Cats" that seems to be quite popular. The label description says "Serve as a delicious treat or supplement to your cat's regular diet. Lactose-free real milk with delicious flavorings is a feline favorite." There are several other products as well, and you can purchase these at most specialty pet stores.

If you are already doing it and the cat doesn't get diarrhea from it then it's fine. Most cats can't tolerate milk but some can. I wouldn't give her more than that. I used to give my cats just a little bit and I added water to it. Did it for many years with no problems.

Yes it is bad to give your cat milk. Many people give milk to cats but the reality is it is very bad for them. Most adult cats can't handle lactose (ie lactose intolerant). Many will get an upset tummy, will vomit, and have diarrhea. Cats are very good at hiding it if they are in pain so most owners don't notice anything.

It's not horrible, but cats are actually lactose intolerant. If it doesn't seem to be upsetting his/her stomach, then I wouldn't worry about it.

They are like kids. Just because they like/want it, doesn't mean it is good for them.
They often throw up after drinking milk.
Same thing with tuna...might taste good, but not good for them!
