Have they slept at all? If not, you need to put a cloth over the cage and let them get some shut eye.
Parakeets blink a lot. Yours are probably tired from the stress of being in a new environment. I'd give them a few days to adjust. If they still look droopy, call a vet.
Oh, and don't forget to set them AWAY from an air-conditioning vent or any fans. They will get sick very fast if they get chilled.

Maybe they are just blinking . . . I know when my 'keets are grinding food or just plain relaxed, they blink slowly and sometimes mumble under their breath to themselves.

If this continues for a few days without improvment, or you are just too worried, consult an aviarian vet.

They are tired because they are probably stressed out from moving to a new home. Just let them be for a few days to rest, giving them plenty of good water and food. Once rested and used to their new surroundings, they will get lively!

Why did you buy birds and have no clue as to their behaviour? You do not know how birds nap? Do you know what they eat?
Are you sure you bought them or you borrowed them?

maybe they are sleepy or bored. new keets especially will not eat in front of their owner so keep your distance.
