No, Form follows Function when it comes to the body. Take for example of a person who looses their arms in an accident, and has to learn to do thing with their feet, instead. The bones in the feet begin to reform to allow them to grab and do things that hands would normally do.... Form following Function.

Possibly. Once I saw a young man on television who had been born with no arms or hands. He could assemble a drum set with his feet and toes.
