Your question is ambiguous. To STATE 6 1/2 % in decimal form, you WRITE it as 6.5 %. To USE it in a mathematical computation, you WRITE it as .065. When you remove the % symbol (which means "per hundred"), the decimal point moves 2 spaces to the left. Class dismissed!
