I agree with altgrave that development includes mental and emotional growth as well as physical growth. But development also includes some physical changes that don't involve actual physical growth. Examples:
babies being able to focus their eyes
babies learning to sit up, creep, crawl, stand up, walk
teenagers developing pubic hair
teenage boys developing facial hair
girls starting their menses
middle age people developing presbyopia (needing reading glasses)
older people losing their hearing
hair turning gray

"development", can refer to emotional and mental growth, whereas, "growth", is, generally, used to refer to physical growth.
