I'd say he's lost interest in the relationship and you should move on. No girl needs to stay in a relationship and be unhappy. It's not healthy for you. There are plenty of other guys out there that are willing to treat you right and that will want to be with you.

depending on how old you are he could just be shy around you/girls, he could be cheating as it has already been stated, or he could be gay or asexual (not liking either sexes), or he just may be waiting on you to make the first move because he doesn't want to seem like he is pressuring you. which ever one it turns out to be you should definitely ask him about it, if that is what you're looking for.
