If someone reviews their report who owes child support, is it flagged in the sense that a message automatically goes to the child support enforcement agency that this person has viewed their report?

No. But if you are trying to get a loan and your credit report says that you have late payments over 30 days and if it is continuous, good luck trying to get a loan. Probably won't happen unless you go stated. Also, don't pull your credit too much, it lowers the score each time you do it.
