I think that it's because they are like children. They grow up seeing only that men rule the Earth, read and write, etc. Somewhere in their brain they think that's all there is. I'm kind of joking.
God doesn't want them and does not wake up their Spirit. The scriptures say:
Matthew 15:13 But he answered and said, Every plant, which my heavenly Father hath not planted, shall be rooted up.
and:
John 6:44 No man can come to me, except the Father which hath sent me draw him: and I will raise him up at the last day.
It does not include most people that have ever lived. Most people will never know God. It's been that way throughout history.

A couple of reasons. First, we human beings tend to anthropomorphize things. We talk about the arms of a chair or the head of foam on a beer like they actually have those body parts. It helps us to understand that which is literally beyond our ability to understand.
Second, and this is a personal opinion, I think God is beyond gender. Being male or female suggests an incompleteness. Those who have been married a long time will understand what I mean. Since God is self-sufficient, there could not be gender.
That being said, in my faith system, God has chosen to reveal Himself as Male. In the Bible, God is described in terms of a human male. Jesus calls Him "Father" as opposed to "Mother". Finally, I read form the Bible that God is a personal God. He seeks out a relationship with mankind, therefore he is not an all-encompassing impersonal everything.

People believe that God is a man because Jesus and the Scriptures constantly refer to him as The Father. God is everything actually, he is The Father, The Son, and the Holy Spirit.

We refer to God as The Father of all creation. God is not a man, He is The Great Spirit Creator, Yahweh.

God has a feminine side as well. It is called mother nature.
Do you think that a totally male God would have created flowers
or babies or kittens?
Of course He is not human. What human could create and rule the universe?

In the bible, it states that God created man in his image. That is the popular belief that man is the exact image of God. However, in some dialects, the word "image" is also "shadow" so God created Adam in his 'shadow' also makes perfect sence...that man is lower than God. On the same token, woman was not created in anyone's shadow, but rather a by-product of man. According to the bible that is.
As for the referring to God as "he" in the bible and in generality, it's because English language dictates that when gender is referred to, it is simply time and space saving in writing and language to just say "he" or "him".

God is neither male or female. We know God is the living creator but he is impossible to define.
We are related to God spiritually. We are alive because the spirit given by God lives in us all. ..atheists, Christian, Muslim, Jew. ...or whatever.

In the medieval era, God was made to have a male guise so that the Catholic Church could continue to have men have all positions of power, be they religious or political. It gave the male leaders a sense of superiority.

Pre christian and pre jewish religions regarded god as a female, because only women could give life. It is only with the patriarchal suppresion of women that the idea of god being male comes into practice.
