For USA Veterans, you need to find a military airport near you (or anywhere) that has space available on its flights... you can usually just call them up and ask about how good your chances are of getting on a flight...

You will fly space available after personell with orders and cargo...

It used to cost $10 to get onto a flight but that has been eliminated now.
