I was driving thru the Altamont Pass yesterday and noticed some windmills turning and some not. Three windmills would be turning and the next 4 or 5 windmills in the same row, were not. Why?

the non turning ones were probably disabled

because they needed maintenance
because they didn't need that much electricity right then (you can't really store it you know)
because of some other reason that the operator chose to have them down

They block some for maintenance

Soem are turned on and others aren't. I can't figure that out either
