Uh, I think most of these posters are unclear about who the surrogate mother is.
The surrogate mother IS the woman who is physically birthing the baby. As such, she gets to decide, with her doctor's help, how to actually labor with and deliver the baby.
In some cases, the woman who will have legal custody of the child after the birth IS the birth mother (if her egg and her husband's sperm were used to create the embryo implanted in the surrogate). Genetically, it's her baby, even if someone else carried it. But since it's not her body, she doesn't have any say, really, in the birth process.

In order of priority:
1) Doctor, based on health of baby and mother
2) Birth mother, based on ability to handle pain. (She's the one who knows how long the contractions have been lasting and if she's having back labor...)
3) The surrogate is last because it isn't her body. Would the people who say the surrogate should decide appreciate it if we said the father should get to decide that? It makes no sense.

Neither! It is up to the obstetrician and depends on his or her preferences according to the mother's health. Afraid of a vaginal birth, huh... yeah got one coming up in 5 weeks! I had a c-section last time and I don't want that again. By natural, you meant vaginal, right. I'm undecided about the epidural, but I will try to last as long as I can as far as pain before I send out the jungle cry for the epidural! Best wishes (that's if you're asking for real purposes).

I am sure its the surrogate mother that does that but it should be the birth mother and the Dr's as she is the one that is in labour and has to be able to handle the pain.
