Your local water utility is required to put out an anual report that explains everything about your water system - its called a CCR - consumer confidence report. Call them and have them send you one.

Tap water is actually very highly regulated, more so even that bottled water. It's possible that there might be something in the pipes of your house, and you could call a plumber and have it checked out.

What scare stories have you been reading? America's tap water is some of the purest and safest in the world! Some people use Britta filters to remove the chlorine taste, but chlorine is only part of the purification process. Tap water is often safer than bottled water, which as far as I know is unregulated at all.

in the uk you can drink water straight from the tap. In the US, apparently you can do the same but no one does and officially you can drink it straight from the tap unless there are warnings to boil water first.
