Depends on the situation. Were you both into this - hot-n-steamy or was he just holding you and he happened to slip his hand into your panties. If it's the latter, he's a jerk and best to find someone else. He showed no respect for you. If you both were into this then I'd imagine your vibes to him was "this was a natural thing to do". You have to be the judge on this.

Umm... usually, I think you should be able to tell. Running up to a chick and just "goin' for it" is obviously unacceptable... but if the "setting" is right, I don't see the harm in trying. The girl has every power in her, to say "No" if she don't feel comfortable with it, anyway. Be careful, asking to do such things, with the wrong words, or in a nervous tone, can ruin a mood.

Depends on the situation. If I'm standing in line at the grocery store and some guy does that, I will put out his lights. If I'm in the heat of passion with my guy, then no, he doesn't have to ask.

depends on the moment, if you guys are making out and the mood it right then go for it, if she doesn't want you to move that fast she will tell you, but if she doesn't mind she will just lay back and enjoy it...then maybe you can move you tongue down there to replace your fingers...lol!!
