I would suggest joining a gym and dedicating a couple hours, 3 times a week. For over all weight loss you are going to want to do cardio. You can run a treadmill, use an eliptical or anything that can get your heart rate up in to the fat buringin zone. To tone your chest you'll have to weight lift in ways that target that area. It can seem tough for the first little bit to work out regularily but after a few weeks most people start to love it. When you do your cardio, your body releases some great chemicals and you can feel like just after an orgasm! It's great.
Another little tip is to watch your meal portions and to never snack after dinner. Good luck!

There is no way to specifically target one area for fat reduction. Good diet and exercises combining cardio and resistance is necessary. I know it is not a specific answer but it is actually the only honest one.

If this does not work liposuction can be used to accomplish this. I speak from experience, I had this problem due to weight issues and steroid use. I eventually had to have the surgery.

anyhoo, stick with cardiovascular workouts. running, swimming, aerobics etc to burn off the fat. also do the basics like push ups, situps and curls with a dumb bell or something. eat moderate, drink lots of water.
