Death is the firstborn of Satan...Satan is not in Hell yet, he doesn't rule it, nor will he ever. Jesus got the "keys to death" from satan, which means He conquered death.

The fact that Jesus rose again from the dead proves that he has authority over death itself, as if the miracles of Jarius daughter and Lazarus weren't enough to prove it.
No one who died ever rose again by their own power, and since Satan was the one who had been given the power of death, the risen Christ had obviously taken it back again.
For some reason, Satan appears to maintain his ability to travel. He'll only be confined to hell in the age to come.
And yes, this is a Catholic concept, as it was always true.

Now, you are almost getting there. Hell is not a prison camp were sinners are concentrated to suffer. Hell is the place of ignorance and we are here mostly imprisoned from the bondage of wrong beliefs. We are all here in world of illusions we thought is a true world of God. This is what the Buddhist claim as the world of Samsara. We are suffering from our ignorance and the key was handed down to Jesus. Until he gives it to the one who will open our eyes to the truth. we will be here in that bondage of ignorance. Until that key is relinquished, Satan will keep us in a world we so deceptively embraced.

Revelation 1:18, "I am he that liveth, and was dead; and, behold, I am alive for evermore, Amen; and have the keys of hell and of death."
No where does it say that Satan ever had those keys.
