It's a really awful, ugly haircut that was made popular in the 80's by Billy Ray Cyrus and other country music stars. It's cut short on the top and sides, and long in the back. See photos below.

Long on the sides and shorter on the top with short at the ears and temples. Check out David Spade in "Joe Dirt".
