I am going to refer you to a BMI calculator page that will help tell you if the child is over weight or not. It is dependant on age, height, and weight. This should answer your question on children ages 2-19.

Depending on his age, he should be ok they tend to grow out of being "pudgy" quickly when they hit puberty.
