If you are filing out a rehab form then this means you have had some problems with the law in the past...
Immigration will look closely at this, as they probably already have since you know to fill out this form.
Be honest, if you try to hide anything and they find out, it will reflect badly on you and will stop the process. Even if you marry a Canadian it gives you no right to enter Canada. If you just have one misdemeanour (DUI,etc.) in your past you shouldn't have a problem. Go to the Immigration office closest to you and see an officer (which I am not) and be patient. Good Luck!

The actual answer is... maybe, but maybe not. Just like their comrades in the USA, Canadian border officials can refuse entry to any non-resident at any time for any reason. Criminal records are a really popular reason for refusal, but if the guard you're talking to simply "has a feeling" you and your friends can be refused entry. You can appeal that decision of course, but it takes a long time and is a very invasive process. An American friend of mine has had several criminal convictions (including assault), and he's crossed into Canada about a dozen times since with little or no trouble. He always answered honestly when asked, and was only refused once. I know another guy who was refused entry three times, and he's never even been arrested before and looks as normal as anyone else. It's all about what border guard you talk to and whether or not they're in a good mood. Sorry I can't give you something more specific than that, but it doesn't get more specific than that.

Just remember that marrying a canadian doesn't automatically get you in to the country!!
Immigration will look very very closely to make sure you aren't getting married for immigration purposes.
Unless you are truly in love with a canadian and have spent time with them, and know you are compatible, don't try that way.
Why have you previously been turned down? Try and correct whatever has kept you out of the country. You might try finding someone who will hire you and sponsor you.
Sounds like canadian authorities are not believing you just want to visit, so maybe drop the facade and try getting a sponsor for immigration.
