You almost answered your own question.

Paint the walls stark, crisp white and the whales will disappear.
White walls are modern and you can add color to your room with red and blue lights you can purchase at party decor stores.

Paint furniture all black or all grey (to evoke the modern image of chrome or silver). Shiny smooth black is sleek and modern and very affordable. You can add color to the desk buy painting the drawer pulls red, or silver.

Posters on the inside of wardrobe doors don't show and that is good. Keep all accessories the same, picture frames, black, message board or mirror frame, black. This give you a modern look with a single pot of paint.
Look up modern makeovers at BBC.com changing rooms, also discovery.com did a trading spaces room all white and one all black.
Make your own canister type lighting with small bedside lamps, a colored bulb and replace the cloth of the lamp shade with a large food can spray pianted silver. The light will be cast straight up.

Pick out the color(s) that you want to paint from something you love - whether it be your curtains, the bed spread, and piece of fabric that you love. Paint one wall a deep dramatic color for a focal point. Go to HGTV and look at their different programs for decorating cheap. Like Rooms with Style and so on. Paint is the best way to go when you're short on cash. Just look at the web site and some mags to see some different ideas. You can do alot with paint.

I wish you the best of luck. In America we have a 'Dollar Store'--do you have one where you are? I can get great things there! There are also discount stores where you probably can get a lot of stuff. Good luck!
Also, you maybe able to do a lot of the decorating yourself--like draw your own whale and paint it or something.

go for paint..use 2 colors on different walls...or 3 as long as co-ordinate with each other....
get cork board strip to hang across one wall just to hang posters and whatever he wants....allow him to draw on wall and either paint it or just draw on an designated area......
arrange furniture so he has some space to ...you know jump around and throw all his clothes....
dont use colors that are to dark...or that will get tired of as he ages in two years....
splatter painting is fun....circles too.....
