I know it is hot but in winter time, does it snow there, does ice form on the water?

I assume you are asking about Israel, because someone took the time to answer about South-Africa...

The Northern part of Israel sees snow regularly, and Mount Hermon is the country's ski resort.
Every five or ten years it also snows in Jerusalem, which is located in the center of Israel.

Yes, during the winter time, it does snow in Israel.
Jerusalem is snowy, and so are many areas in the northern part of the country (HaGalil, HaAmakim, Ramat HaGolan... etc).

It snows in northern Iraq, up near Mosul...surprised me when I walked out into it!

yes, it DOES snow!! johannasburg just had some last month. t is infrequent but they do have snow occasionally.
