The answer is both yes and no.

Some credit card companies require it.
Some don't care if you have a bank account or if you have your money buried in the back yard.
If they don't ask when you apply, then they don't require it.

It depends on the credit card company. This one does not require a bank account. it doesn't even check your credit history. You are guaranteed acceptance. Check it out.

If you just want a credit card to say purchase something on eBay, you can buy prepaid credit cards, guess that'd make them debit cards. Banks often sell em. They're about like cash.

It shouldn't matter, but it would make your history appear better. A savings account would be fine. You can open most of them with a small amount of money.
