If just talking-no. To love someone,you need to have some private moments that remain in your soul. You need to have talked about things that u have in common and I think it is always important to see someone also. He may like the way you sound or the way u "e" him but love goes beyond just talk. He may like what he hears and u may also but u need a lot more for love.

Its most likely a lust issue. Not love. He probably has other intentions. If you really like him, wait it out and decide if you love him too. Love is a two way street. He may say he loves you but you dont have to say it back. Consider your feelings, go with your instincts. If you think he's full of it, he probably is!
