Sometimes going back to basics, is the best. Invite some friend/family over and have a party. Play some games, serve hot dogs and let the kids make ice cream floats. Last year I as in the same situation. I took my daughter who is 6 to a local game spot, where they had bumper cars and lots of other things to play ect. Just her and I, afterward we went to her favorite place to lunch which as Johny Rockets verrrry inexpensive (I swear everything on the menu was under $11.00),and they sang Happy B Day. You can do something like that or take her out to a place I suggested thats game orientated and have icecream and cake with ONLY her cousins and siblings. I think you can do all 3 for under $100.00 Oh yeah, another idea, I also took her to get a manicure at an adult salon for only $6 .00 she felt like a young lady, she loved that more than anything. Have a party at the local park or playground. Free entertainment for the kids, and all you have to do is buy a cake and invitations. Hell you could even bake your own cake, and make your own invitations! We did the same thing this year for my youngest son. He turned 8. It was actually his idea to go to the local park/playground. We turned the kids loose and let them play, then we opened presents and had cake. Only other thing I had to bring was water. I brought lots and lots of water so that the kids stayed hydrated. Blowing the perfect bubble depends on equal parts science and magic.
With a few twists of wire, you can make fantastic bubble wands and spend long, lazy days practicing your technique.
The best bubble solution is 10 cups water to 4 cups dish-washing liquid, plus 1 cup Karo corn syrup. For large wands, you’ll need plastic-coated wire coat hangers and either floral netting or plastic-coated chicken wire. Hold the hook at the top of the hanger, and pull the bottom down so that it forms a circle. Cut away the hook and twisted neck of the hanger with wire cutters; you should have about a 31-inch length of wire. With needle-nose pliers, twist a tiny hook into one end of the wire. Bend that end around, and hook it on the wire about 9 inches from the opposite end, forming a 7-inch-diameter circle. Squeeze the hook with pliers to fasten, and straighten the end to form a handle. Cut an 8-inch-diameter circle of floral netting. With pliers, fold the netting’s edge tightly around the frame, snipping off any sharp ends. For small wands, use 18-gauge cloth-covered wire cut to a length of 15 inches. Bend the wire into a lollipop shape, securing the end of the wire where the loop meets the handle with a dab of glue. To make a star, divide the circle into five even increments, then crimp with pliers. To make a heart, crimp only the top center of the circle. A tin can, with its top and bottom removed, also makes great bubbles-carefully trim any sharp edges, dip one end in solution, and pull through the air to make one long bubble.

I have had to throw a few of these...
Have a hot dog roast in your back yard or at the park. Bake your own cake or cupcakes, instead of individual cups of ice cream, scoop out the ice cream ahead of time and scoop a scoop in cupcake papers, place in your freezer until dessert time. Buy low cost plates and cups, not the pretty pink princess kind. Also, don't splurge on treats and toys for gift bags. I would take a photo of each child w/ my child and give them the photo as a small thank you for coming to the party. The kids loved roasting hot dogs and playing simple games, ( tic tac toe, ring toss ), they loved getting their photo taken to take home.
If she is used to having a big grand party, I would explain to her that this year times are tough...you would be suprised at how well they handle issues. It is good for them to learn that life throws you curve balls now and then..

Take her and a couple of her best friends down to Fisherman's Wharf on a cable car. Choose an inexpensive little stand for a meal. Making her feel loved and special is the best birthday gift you can give her.

Throw her a tea party. when i was 6 my mom was on a low budget too and she just bought a bunch of little cupcakes and juices. it was a blast. have everyone get all dressed up in little princess outfits (u too). even if its just u and your daughter it will be fun. if u don't already have the outfits to wear then for even more fun make ur dresses. get markers and old sheets and go wild! u can add glitter and tie little ribbons and u'd be surprised how much fun she has. and u only need to buy a couple snacks.

if she will be turning 7 then you shuld get her a party at your house and invite her 3 friends and then suprise her...have someone take her out somewhere then when they bring her back...she will have a birthday party with her best friends...just ask her"who are your best friends?" when she answers have her give them a # that there parents can reach you at.......or you could just have her a party at school....just have the office call her down then sneek to her class and set everything up and when she comes back flip on the lights and have everyone scream happy birthday!

First let her know you have a budget. But maybe you could afford to have pizza somewhere and she could invite one friend. Call around, sometimes pizza places will provide a cake and such. Or just dinner out and let the restaurant know it's her birthday, sometimes they'll have the staff come around and sing her happy birthday in front of everyone. Yea, she'll be embarrassed, but she'll remember it too. hugs
