I think that when you work outside the country of residence the money you earn is tax free. But the good ole US OF A has a loophole created in this instance that even though you worked outside the country you must still file a tax return to still be eligible to be an American citizen. Contact your internal revenue service for an accurate account of how the want to gouge money out of him.

It is super easy just call a tax person like H&R block. You get the first year tax free and they will know what to do for the rest. Also the company your brother works for probably has tax people they refer just for this specific type of work. I know the company my brother works for over in Iraq does and not to mention they made my brother take a tax class prior to leaving the US. I would have your brother talk to his supervisor first with this question and see what he has to say.

Try a tax software for the computer like Turbo tax. You should be able to get them fairly cheap going back 3 years. Tell him not to wait any longer because he may have to pay penalties.

I'd get tax software like turbo tax. Only trouble might be getting the versions for previous tax years, but there must be a way of doing that too.
