I am a 23 year old female, I am not pregnant or breastfeeding.

I am 170 lbs and I need to drop to 130 lbs, so I need to lose a total of 40 lbs.

Will I lose 40 lbs in 4 months using this plan:

1000 calories a day (100% healthy and nutritious food)

Walking 1 hour a day (everyday)

Running for 30 minutes (4 times a week)

Lifting weights (3 times a week)

I am not taking any pills.

Do you think I can lose 40 lbs in 4 months if I work really hard?

Sounds like you are very serious about your weight loss - you're already through the first step.

Examine the amount of fat grams you eat per day:
1)Reduce all bread items (1 slice of bread vs 2 slice sandwich; 2 cookies instead of 3; tortillas, muffins, crackers should be low fat.
2)No sodas - no exceptions
3)Reduce dressings & sauces - low fat or no fat only
4)No juices - too much sugar - instead eat dried fruit or more fresh fruit
5)No chips - substitute fat-free pretzels
6)Eliminate milk products - add a calcium supplement - and substitute fat-free cheese and yogurt occassionally
7)Reduce meat portions - no pork products - eat 3-5oz of lean meat per day and add in an egg or two a few times per week
8)Plenty of water, stay away from sugary flavored types
9)More veggies, but be selective.
With the amount of exercise you have scheduled, your calorie intact is too low at 1000 - try not watching calories and concentrate on fat grams instead.
Look for store brands to reduce cost and don't buy in bulk - you'll be inclined to eat that item more.

You need to eat more than 1000 calories because that is just not enough energy to workout. Make sure it is somewhere around 1500 but not too close to 2000. Try jogging 1 hour a day. The running is Good, but maybe you should try running 5 to 6 times a week. But 5 would be best. Lift weights, but make sure you don't lift too heavy ones when you are not ready. And make sure whatever you do, don't stop. It might take more than 4 months but I thinks it's good enough. But if you take a break for like a month,don't start from the beginning. Just continue what you were doing. And don't take any pills.

Exercise and balanced nutrition will help you lose weight. 40 lbs in 4 months is reasonable and realistic.

I would recommend eating sensibly, smaller portions, and more than 3 times a day. Eating a wide variety of fruits, vegetables, and grains will be a big help to you--variety will keep you from getting bored. Be sure to drink filtered or purified water (not tap) as well.

Well, I would recommend you join Weight Watchers. They help you change your lifestyle, not just diet. My wife lost 65 pounds over the course of a year on WW and I lost 35 pounds in about 3 months, both of us by following the flex plan and exercising several times a week. So yes, it can be done, and using a plan like WW makes it both easier and more likely it will be something you can stick with long term, to not just lose the weight but keep it off.

Yes I think you can, and I don't think you need to be as strict as you're being. I think you can get away with a 1500 cal/day diet. 1000 I think is too low, almost unhealthy.
If you've never done an exercise program before, you will be amazed how much just lifting weights will help you.

fresh herbs can really zing up a healthy meal try growing some in the kitchen using a strawberry pot preserve the flavor by adding fresh herbs at the end of the cooking process
