They sell various things to scare birds; fake owls and fake snakes. There is an inflatable snake that moves in the wind, and birds will keep some distance from it but not too far. One thing I have seen that ought to work is a silhouette of a flying raptor (hawk) on a string, like a kite, hung from a pole so that it sways in the wind and throws the typical raptor shadow on the ground. Birds know that a raptor can come after them, unlike a snake which can't strike very far. If the "scare crow" doesn't move, they soon realize it's not a real threat. I have also heard that old CDs can be hung from branches to scare birds. If your problem is sparrows or pigeons nesting in your eves, close the openings where they get in with screen.

Well at places where they sell blueberries and rasberries, etc. to pick they have a soundtrack of various predator birds and that usually scares all the birds away, but they also have a lot of glittery wind socks and stuff

Well bird congregate because they like something.
Are you feeding them?
Do they like your pool?
Find out what it is they like & cover it, or stop doing it.

Without knowing what kind of birds, & other circumstances, that is all i can tell you...
