A beam of light with a wavelength between 420 and 490 nanometers is blue. But that is not all.
Any set of frequencies which produce the same ratio of stimulation to cone cells is also percieved as blue by humans. Humans have cone cells which are most sensitive to of 564 nm, 534 nm, and 420 nm but are broadly sensitive at least 100 nm on either side. So it is quite possible to make something appear blue to a human by making it less red, for example (this is why water appears blue).
Likewise, any set of pigments or natural coloration which produces wavelengths of light that is percieved by humans to be 'blue' is ALSO said to be blue. So it is blue light which is reflected from the blue paint on the blue table. Technically it is only the LIGHT which is blue, but in linguistic parlance, they are all blue.
Beings incapable of seeing or that are equipped with different sensory capabilities will undoubtedly percieve very different things than the 'blue' most humans describe. There is little that can be done to share this perception, other than by describing the effects the color blue has on a viewers' psyche, which can be rather varied, but which are generally described as a calming one (which is perhaps why being sad is sometimes describes as 'being blue').
It also bears mention that being one of a very limited range of colors perceptible to humans, it has a very large associative context. Blue is present in the natural envoronment as sky and water, but is also heavily used in symbols for political, religious, and social organizations. Blue thus is likely to have numerous connotations for each individual percieving it, which is very likely to flavor their experience as well.

Metaphorically or rationally?
The color blue is a perception through God's gift of eyesight as anyone who has been blind from birth can not know what blue is. Wavelengths of electromagnetic energy within a range of frequencies that reflect off of objects that only or partially reflect those wavelengths.
Blue is considered emotionally melancholy. It also represents organic death to an oxygen breathing organism.
