Chum, a.k.a. chopped up fishbits with plenty of blood. I'd say lure the shark into a net with the chum and then drag him up.

Also, make sure your boat is big enough. ;)

Anything bloody. Lots of blood in chum. I put 6 inch bait fish with slices across the body on a hook with CHAIN leader.
