It is time consuming but a sure way is to spend All Day for a cuople days with your dog. Learn his body language ,as soon as you can tell he's going to go, whisk him outside when he goes praise him. I have put a verbal command to it If I tell my dogs "Go pee" They know what I mean

Dogs will have accidents no matter how hard you try to train them. I have a 4 month old jack russell. Every time I think she finally has it down, she goes in the house. It's so frustrating! Just be patient and reward him every time he goes outside. Some people will tell you to rub his face in it, if he poops in the house. This is wrong information, so don't do it. Dogs learn only if you correct them in the act. So taking them back and rubbing their face in where they went is a waste of time, not to mention unsanitary.

lol your question scared me for a bit. Well heres some tips.
Do you use housebreaking pads? I discourage this since it makes them feel that it is ok to potty in the house.
water is another issue. My dogs are not allowed water for an hour b4 we go to bed.
how old is he? Maybe a weak bladder is involved.
When he goes potty do you give him a treat? I wouldnt do this since he may just start going out to be going out. I used a clicker and then gave them a toy.
your dog may also be doing this for attention. Dont tell him its ok.

Wow, for a second I thought you were calling black people stupid. Anyways, my favorite thing to do is to throw his face in his urine when he pees in the house. This will embarrass the dog. You can also lock him up in his cage until he starts whimpering because he has to go. As you take him outside keep saying better go now, that way he will associate going to the bathroom with the words, "better go now."

try obedience training. It will help train YOU to be a better trainer for your dog. They need consistent discipline and you need to learn how to give it.

Take him out more often for some time. He'll get used to doing it outside, so he'll learn to wait.
