I lived in an apartment once and had this problem. It seems like they are making a lot of noise when they are just walking around their apartment. It is an interesting situation because, you can't very well ask them to stop walking around their condo. I don't know. I guess the best solution is to move into a nice place without people above you.

Get to know them. They may not know that it bothers you, or that they can be heard at all. Constructin is so cheap these days that this is an increasing problem. You might be able to put sound proofing up on your ceiling, I would think that would increase the value of your condo.
In the alternative, once you get to know them. You might be able to arrange for one of them to be in your apt when the other of them gets home from work (or is moving around their apt for something). Laugh & say something like, Aahhh.... Jim's going to the kitchen... there ... he's opening the fridge. He must not have found anything he wanted... he's moving to the cupboard. He's really having a hard time, he must be tired & not know what he wants....."
Most people like to have a private life. Once they know that you can hear "everything" that goes on in their apt (even in their bedroom) they may well be anxious to help you w/ the soundproofing efforts. Carpet w/ a good padding is great for this! You mgiht even want to kick in a few bucks to upgrade whatever they get. You will afterall also benefit from a better quality that will cut the sound transmission better than cheap stuff.
Anger is very likely to be counter productive for you, as it so often is. Play to thier good side. Even if tey are not nice people, they don't want you to hear the intimate details of their lives.

Go have a polite chat with them. Explain your schedule and talk about what hours of the day you'd like it to be quiet-- and ask them what times of day they would like quiet! Don't attack them, but present yourself as someone who is trying to be a good neighbor to them! If you talk to them as though you want to make sure they're comfortable too, they will be more receptive to helping you out.
Also, give it a little time. When I lived in downstairs units, I found that the noise tended to quiet down as people settled in. If they're still unpacking and getting used to the new place, it can be a little noisier.

Knock on their door and talk to them. They may not be aware that they can be heard. Once you speak with them, if nothing changes, then you need to take your complaint to the condo board. If that doesn't work you could take them to court but even if the court finds in your favor, enforcing the ruling can be difficult. If all that fails you may have to learn to live with it or find a new home.

Get a job where you work odd hours, like very early morning, 4 AM to noon for instance. Make lots of noise when you get up for work.
Or here's one. They live above you? Raise a big stink, I mean fumes and all.
Or, get good cordless headphones and learn to live with it.
Or, you could befriend them, join the party and pig out on their food. Maybe even swipe their key, copy it and let yourself in to use their refrigerator like Kramer on Seinfeld.
Don't you have a tenants' board?

I actually had that same problem. My new neighbor was so loud I couldn't stand it. I just went upstairs to his place and politely told him that I could hear every step he takes. He then told me that he's never lived on an upstairs apartment before and he's kept it down since.

cheap construction.
there is something you can (the upstairs neighbors can) put on the floor to absorb noise. buy them some, take it upstairs, and tell them you can hear their EVERY sound (even in the bedroom). if you can make yourself blush on cue, this would be the time to do it.
