I have text in an Excel cell, and I hit F2 so that I'm in editing the contents of this cell. I want to hit ENTER to add a new line break, but instead ENTER just makes the cursor jump down to the next cell.
How do you add a new line break within a cell when editing it?

Hold the ALT key and then press ENTER in the cell you're editing. You'll need to repeat the step if you want to have one or more lines of space before entering more text.

not sure about excel, but I know in many other programs if you hold SHIFT while pressing enter it works. I use OpenOfficeOrg, which is a free 'fake' version of Microsoft products like Word and Excel, and in their 'Excel' program, holding CTRL and enter does what you are asking. So try SHIFT or CTRL, one should work
