Is it wrong to report something that could be a hazard to others? If someone is driivng a large truck and is under the influence. Shouldn't they be reported b 4 they hurts themselves or even others?

It is absolutely the thing TO DO. The person you report might not be too happy about it but when it's something hazardous to others, you must tell someone who can do something about it (a police officer, a doctor, a parent).
(How many drunk driving accidents have you heard about where innocent people are killed and the totally blotto perpetrator walks out of the wreckage with barely a scratch?)
And, when the drunk person sobers up, he/she may even thank you because your action not only prevented them from hurting somebody (and having to live with the consequences whether it's jail time and/or a guilty conscience), it also may have saved their life!
This is certainly one instance when you definitely are not a rat or a tattletale or a busy body or ...

yes they should be reported. plain and simple. My friends bf is a truck driver and they sit around and joke about times when he has driven drunk. Im always like that is so stupid. I live in missouri and we have had some really bad wrecks near hear lately due to truck drivers who were high or drunk and driving down the highway.

Yes. Ontario has a program that encourages drivers to report dangerous or suspected drunk drivers. Do everyone a favour and report them!

yes, absolutly and dont feel guilty even if you know this person NOONE should be allowed to drive while under the influence of drugs or alcohol would you get on a plane knowing your pilot was high or drunk?

No it would not be wrong. If something bad happened you might experience guilt thinking that you could have prevented it.
