I very much like my Casio Exilim S2, which when it first came out was called something like a "spy camera" because it's very small, like the size of a credit card. It's now about 3 years old, and I'm tempted to buy the other one below (first link) because of the newer features, but I'm still happy enough to use the older one.

I've attached a link to a digital camera review site that I've personally used. The link will take you straight to the list of cameras less than $200. Look ONLY at the cameras that have been reviewed.
The reviews are detailed and come with sample photos and charts. He is nit-picky (a good thing) and we ended up buying a camera based on his review. We ended up with a GREAT camera.
Think about how you will use the camera. What kind of photos will you be taking? How often? How small must the camera be? How much of an optical zoom do you need? Are you an amateur? An expert? What can you realistically afford? The answers to these questions should determine what to buy.

I have a Canon Power Shot A520 and it's a very good point-and-shoot digital camera. They're retailing somewhere between $150.00 and $200.00 now, and you may even be able to get one on a deal from Best Buy or Circuit City with a small photo printer added. The memory card leaves a lot to be desired, but you can buy memory cards that'll let you take 400+ pictures for around $30.00.

I have always went with HP cameras. I have a 5.2 mp photosmart m517. I took wonderful pictues in Vegas. it has a 3x optical zoom that is incredible. I think I paid under $130. Check at Sam's Club or samsclub.com. They seem to have the best prices for cameras.

Canon and Nikon both make real nice cameras in that price range. I would steer clear of plastic lenses, which I believe are used by HP and Kodak.

HP, Kodak, ANY! take pictures and notes of how you took the picture and you will succeed at photograhpy, the camera is just a tool...

I just bought an Olypus FE-115. It's really easy to use, takes quality pictures and you can get one at Wal-Mart for about 150.00.
