It matters what state you live in, but most likely not. Just go to google.com and type in the state you live in and then "work permit on 2nd DWI" If that doesn't help, I'd suggest contacting a lawyer or the police department. If you are in contact with anyone because of your DWI's, then ask them.

That will be all up to the judge... seems like you should be asking why were you drinking and driving after just being arrested for the same incident... anything within 5 years is now a felony. Driving a Vehicle is not a right, and don't give the "but Officer.. I only had two beers" time to sober up before you kill somebody

Depends on what state, you can get a sr-22 filing that shows you have insurance, then you can get an occupational licnese, but your insurance is going to be $$$
