People not picking up their feet when they walk (& therefore scraping the heels) irritates me as well. However, this seems to be an Asian thing, so I have to feel it's somethingto do w/ the culture. I know there are things about my culture that irritate them (& many other peoples throughout the world.) So, if they'll put up w/ me... I guess I have to put up w/ them.
As to your assertion that they hold their children "in a squatted position in the street so they can go to the bathroom at the curb." I can only guess that you've spent some time in Asia. From what I've heard, there are catholes at the sides of roads in rural Asia (NOT the cities!) that are used as public toilets. That being the case, why would they not assist their children in using them???
And, as to manners? I've found that most people from Asian cultures are the most mannerly of people! Courtesy is held in very high regard, by every Asian I've ever known! Their brand of common courtesty seems to be much more common than any I've seen in the USA.

The reason you've seen more Asians scape their feet might be because some Asian women have a practice of binding their feet. It's not racist to notice something like that because their is some truth to it however it may be bad manners to point that out in a non discreet way. The sad thing is that foot binding is starting to come back. Below you'll find a link that explains the practice of foot binding.

different culture my friend, trust me in America we are way rude and have no manners, did you know that Europeans bathed themselves once every year only until the discovered that the natives of the Americas did it daily. now they shower more often
