Has he been out in the fields, at the beach or somewhere where he might have encountered a tick? Could be Lyme's disease. Check here and maybe also the doctor. http://www.lyme.org/otherdis/ld_symptoms.html

Your son ist overweight. For his age and height the Ideal Weight should be around 79 pounds.
Dark rings around his neck could be a sign for Diabetes.
Childhood Diabetes is on the rise due to Overweight.
Shedule an appointment with your Pediatrician as soon as possible .
He/She will discuss wtih you the Option for Treatment, like the right Diet, Exercise etc.
Good Luck

If it is a concern, get it checked out, otherwise use aloe vera from the plant and rub at least 3 times a day for about 5 days. There are natural skin creams in health food stores. Ask the attendant for help, they usually know the symptoms for a remedy. Good Luck and God Bless

my friend has the same thing, is the skin kind of rough? Well when it first started happening to her her mother tried everything to get it clean, scrubbing, lemon juice....etc. One day they went to the doctor and he said that it was caused from her body producing too much sugar. He put her on some pills called metformin. She also had dark skin under her arm pits, and whereever her skin was creased. The metformin didnt help much though as it made her sick all the time. She just started to drink more and more water, that helped it slowly clear up a little bit.

Does he have a dirty ring around the collar neck? Perhaps it's dirt that didn't washoff? Did he clean his neck while bathing? If its in the skin then check with your family physician for a consult with dermatologist. Do it ASAP if this is bothersome to you.

ring around the collar- it's dirt- he needs to start washing with soap back there. And he is 12 inches under tall for his weight.
