The DMV is not allowed to give that information out to just anybody.

Privacy laws.

Police have access to DMV records but due to the 'red tape' involved in accessing it, they don't like to use it.
That's why they ask for your registration card when they pull you over. So they don't have to 'run' your VIN through the DMV, & to make sure that you are the registered owner.

If they run a VIN unneccasarily, it gets traced back to the person who accessed it & they can get in trouble &/or fined.

Why do you want this information ?

Find a buddy at the DMV or local police department to run the vin for you. Due to privacy laws, this information is not readily available to the public, so you'll have to have a buddy break the law for you.
