Sounds like you are in need of help please consider the choice you made when you got your dog. when consider whether it was the right choice. finally, if you cannot be home all the time is it possible to allow your dog to be cared for by a freind, when your at work or out. if so then you should keep your dog. have your dog checked for any medical problems which might cause it to piss everywhere. then go back to the basics of house training an adult dog should be able to hold its urine for 8 hours so a visit while you are gone from a trusted freind could eliminate the "accidents". confining the dog to a crate or room may help this. the exact amout of water a dog or cat should drink depends upon the health, size, and other variable factors. consult your vet for more information. As not providing water to a dog or cat can be considered animal abuse.

Try putting the dog in a crate while you are gone. Dogs usually will not urinate or defacate in their cages if they don't absolutely have to. If the dog stays indoors in the air conditioning then he won't require as much water as an outdoor dog. The real question here is why does the dog pee in the house? Is he drinking excessively? Is he incontinent or just not house broken? Put the water bowl for the cat out of reach for the dog, they'll get to it.
Why are you getting rid of your dog? Is it lack of training? Is he old and sick? If so, are you taking him to a vet that he is familiar with to have him humanely euthanized? Or are you just dropping him off at the shelter so you don't have to deal with him anymore? You're question does not have enough details to get a thorough answer.

Your dog needs a new home for sure. Someone who will take it to the vet to address this problem. He could have kidney problems, diabetes, bladder or urinary tract problems... etc.. to just get rid of it as you say is inhumane. Why did you get a dog in the first place?
Cats need water whenever they want it. Keep it elevated so the dog won't drink it all. If the cat eats canned food then it won't require as much water. Take the dog to a vet!!!!!!!!!!!!!!!

Cats and dogs need to have fresh, clean water available at all times. Their requirements vary depending on their level of activity, the ambient temperature and other factors. If you have a problem with the dog needing to urinate and not being available to take him outside, try confining him in an area with a lot of newspapers spread out on the floor to keep the mess controlled

well about 15 or 20 minutes after he drinks when you are there take him outside or get him a dog box and put him in it he won't want to pee in something that he has to lay down in. or get a chain and hook him up outside while your gone. and put a water and food bowl out there with him. and when you get home let him in. all it takes is a little bit of training i had the same problem with my dog! :) :) :)
oh yea and let him drink as much as he wants to!!

I definitely agree that you shouldn't own a dog. Animals need to have fresh, cool water available to them at all times. If you can't housetrain a dog, then the thing to do is keep them in a crate when you can't be home.
