My boyfriend is an American Citizen and i'm here, in USA, with a J1 visa, ie. non-immigration visa,in a cultural exchange program. My program will end in like 3 months, and i was wondering if i can apply for a fiancee visa from here, instead of going home and applying from abroad.( my visa doesn't require a 2-years home stay).

you have to be in your home country to get a fiancee visa....but you have to get married with within 90days anyhow... you might as well get married if that is your real intention.... if it is not.... then try to get a visa another way... the k-1 visa is not the way to go for you....sorry

"The Immigration and Nationality Act (INA) provides a nonimmigrant visa classification, "K-1", for aliens coming to the United States to marry U.S. citizens and reside in the U.S.

Requirements

* A U.S. citizen must file an I-129F petition with USCIS for the issuance of a K-1 fiancé(e) visa to the alien fiancé(e).
* Both the U.S. citizen exercising this option and the fiancé(e) must remain unmarried until the arrival of the fiancé(e) in the U.S.
* The alien fiancé(e) and U.S. citizen must have met personally at least once in the two years before the petition was filed.
* The marriage between the U.S. citizen petitioner and the fiancé(e) must take place within three months of the fiancé(e)'s arrival if the alien fiancé(e) is to remain in status."

You can't apply for a fiancee visa. YOur fiancee must apply. Since he ain't asking the question, sounds like you are the only one interested in this endeavor.

In any case, I think you have to return to your country where you will be interviewed by the Embassy and granted the visa if approved.

I'm pretty sure you have to go back home and do it at the US embassy there. But if you get one, you will be required to get married within 90 days of returning to the US, so if you're planning to marry in that amount of time you might as well just do it now and have him apply for a change in your status. If you want to wait to prepare a church wedding at home, you can have a city hall marriage here for paperwork purposes.

Easiest way is to get married in the US and apply from there. If you do it back home, you have to wait until it is approved and that can take quite a while. The form we started first is the I-130. Go to uscis.gov

No. The fiancee Visa is only for those that are outside the U.S. Read here: http://www.simonebertollini.com/Immigration-Law/Family-Based-Immigration/K-1-Fiancee-Visa.aspx

In your case, you have to go ahead with adjustment of status.
