Guys can be just as shy or even more so than girls.
If you feel comfortable, start the conversation and maybe invite him over to study at your house or play the XBox.
If he says no, try one more time down the road. But unlike three strikes, two no's mean NO and move on.
Just because you like someone does not mean you act upon it.

One important piece of information is missing here: Do YOU like the GUY? If you do, bring up the subject of dating the next time you talk and see what comes out of it.

Take the initiative and ask HIM out. He might be a shy guy like me, and is too timid or afraid of rejection to ask you out himself. It's the 21st century, it's ok if women do the chasing.

You be the agresser and start talking to him. (Don't be to agressive and scare him off, he might be shy). But try and feel him out if he's just shy or scared of rejection. Some guys avoid rejection at all costs and become bench warmers.

well if it was me and i knew a guy like me and i like him i would make the first move but if i dont like him like that then i woudnt even worry about it. so i guess the question you need to ask yourself is do YOU like him
