The male organ of a dog has a bulb in the front, after copulation the vagina of the ***** (female dog) goes into post coital contraction to ensure that the sperms are sucked in, the bulb on the penis at that time gets caught and remains stuck till the post coital contraction subsides.

It's a biological mechanism to ensure the male has the greatest chance of passing on his genes. Dogs can have litters with more than one father, and so by sticking together after copulation, the chances of another dog mounting right away and planting his seed as well are diminished, thus the first dog has a greater chance of his sperm being the first to the eggs.
