In this day and age, what is there NOT to do? If he has a computer and internet access, he can read, learn things, join community sites, build his own site, write. He can exersize, run, jog, walk, bike, do calesthentics, etc. He can read books and newspapers, study a foreign language, make penpals, join groups, learn how to cook, find out about local and community events and join and participate in them, or make his own, play video games, learn how to do computer programming and make his own games, start an at-home business, do some community service, pick up trash, garden, take care of plants, buy a pet... the list is endless!

better make him do something that he can earn money for (perhaps accept jobs such as fixing broken stuffs which he can do at home, telemarketing as long as he has a phone, researcher in internet, etc).
given the "other reasons", you can get him a hobby or an educational book/s to read.

the library is free. free internet, books, magazines, comfortable/safe environment, nice people. that's what i'd recommend. he could check out jobs online, or read up on a field he's interested in.
