The Hotel Pennsylvania. It's right across the street from Madison Square Gardens/Penn Station. The price is very cheap compared to most New York hotels. It is 1 block south and 5 blocks east of Javits.
You'll probably read a lot of bad things about it, but my family had absolutely no problems with the 2 rooms we rented. And you can't beat the location.
